Salesforce's own FAQ explains the split: "Conversations offer flat-pricing, while Flex Credits align cost to value", and "Conversations are optimized for external facing customer agents, while Flex Credits scale across any Agentforce use case." The practical consequence of per-action pricing is that your bill moves with how hard your agents work. That is fair, and it is also the thing finance teams find hardest to forecast.
